Award ticket on partner - luggage allowance confusion?

I booked an award ticket for a family member for HKG - YYZ (direct) and another HKG-NRT-YYZ (no direct flight from Hong Kong to Toronto for those dates)...

The carrier for the first is Air Canada (AC). The second one is ANA (NH) HKG to NRT, then Air Canada (AC).

Neither flyer has any status with any airlines.

United's confirmation email, and website tells me explicitly that the luggage allowance is 1 piece at 50Lbs (23Kg) for both flights. However, on United.com, it also say that Air Canada determines the luggage allowance due to some US regulations.

I've searched the ANA forum, AC forum, and this forum, and found people stating that the first airline luggage rule applies, or maybe its the last one. Regardless, ANA and AC website both say the luggage allowance is 2 pieces at 50Lbs each, double what United.com is telling me.

Who is right??

PS: On the HKG-NRT-YYZ award flight with the 2 carriers, will the flyer have to pickup her checked luggage and re-check it in Tokyo (NRT)?
