check in times for domestic leg leading to intl flight?

I've got a domestic flight as the first flight of an international itinerary. I can't print a boarding pass because my passport needs to be checked. The document I got from check in says "Your boarding passes should be printed at least 60
minutes before departure." I'm not checking bags. It's a red eye flight so security and check lines will be minimal. Flight is mostly full, but not completely. Am I taking a serious risk of denied boarding if I show up to print my boarding pass 45 minutes before my flight? Or in other words do they mean "should" or do they mean "must" on the 60 minute guideline. The 20 minute difference to ensure I'm done at the kiosk by the 60 minute cut off seems minimal, but I was planning on that time.
