Air China and United Mileageplus -advice needed?

I am going to book an economy one way from DEL to SFO sometime later in April. on Air China. Do you think I can earn mileageplus miles on Air China as its a part of the Star Alliance member?

Also, I am wondering if I can use the United club one time passes (received through Explorer Card) on Air China lounges or any other start alliance member lounges?

Any help would be appreciated.
