Does UAL Play Games with the Seatmap?

I've noticed that on an upcoming flight (772; new config), the seat map shows 4 available seats in J/C and 2 available seats in F. However, expert mode's fare class availability shows 6 seats available in J/C and 3 in F. Does UAL artificially limit the number of available seats on the seatmap to induce potential customers to think supply is low and, thereby, artificially increase demand so they can sell seats more quickly? Or, on the other hand, does UAL keep the expert mode fare class numbers high and, thus, sell more tickets than seats that actually exist, hoping for some no-shows?

I know this presents a number of economics-related hypotheticals, but the inconsistency between the seatmap and the number of seats that are available as reflected for sale (as reflected on a fare class basis) elicits a number of queries.
