UA's Y/B class and upgrades

Do I understand correctly that upgrade from Y/B into the next class of service is only applicable to CPUable flights?

Second question - which one takes precedence for example case like following:

Silver with Y/B fare upgrading to the next class using miles
1K on S/K fare upgrading to next class using GPU
