Best strategy to get Business Class Saver Award 3 weeks before flight to HKG?

My friend is trying to cash in some United miles for a Business Class seat LAX-HKG May 20-ish.

As of now, there's nothing but Standard Awards available which are a terrible redemption rate.

Is there any chance of getting a Saver Award this late or is it near impossible?

I've heard some seats sometimes open up closer to the date but that seems really risky.
