Miles for Accor Hotels?

Quick question - I see on the UA site that I can USE award miles at a particular Accor hotel I am eyeballing, but it's not listed (nor is Accor) in the Hotel Partners/Offers list where I can EARN miles....

I stayed this hotel previously under a Special Offer, but that's gone now...

Sooo.... do you think it's just an oversight that this hotel is not listed on the Partners/Offers list?

If you can USE miles at a hotel, wouldn't it make sense that you can EARN them at the same hotel?
