HELP! Brazil round trip baggage allowance?

Hi all,

I just finished long and exhasting conversation ended up hang-up-the-phone-in my-face situation with United costomer service.

I hope somebody can help me.

I have a round trip from Brazil to Korea. The baggage allwance of round trip from Brazil is 32kg of two. (This is by the Brazilian law and every airline needs to abide by)

However I have a 1day stop over in NYC on my way back to Brazil and the baggage allawance of connection Seoul-Newark is 23kg of just one bag!
All the other flights I'm allowed to carry 32kg of two bags.

I talked to United customer service in the states and they said it is the policy and it is the fault of travel agency who didn't tell me this.(Obviously they want to put blame on somebody else.) Then I talked to United in Brazil and then they said it is absolutely allowed to have two of 32kg to and from Brazil.

Is there anybody who had the same problem?
I would like to print out this document/policy and show at the airport if there is any problem.
