Family Member Denied Boarding by UA Due to Illness and Paramedics Called

Hello, I just registered to ask an emergency question: I invited my in-law (who doesn't speak English, doesn't have US insurance, etc) for a visit. She arrived at SFO, got on the next plane, and then she started throwing up (she says it's because of food poison). The pilot or whoever in charge called 911 and denied her boarding. She was going to an emergency room when she called me, and the paramedic said that the airport regulation requires that she needs a doctor's approval to continue her travel.

Assuming all these are correct, I have two questions..

1) Would the airline (UA) give her another ticket if she returns to the airport tomorrow morning (after discharge)?

2) I guess she is responsible for the emergency service bill.. Would the hospital send the bill to my home (her US contact address) and possibly try charge me?

I regret why they had to call emergency. She could have said 'no' but I guess she doesn't really speak English.
