Any chance of a retroactive change fee refund (after travel waiver is issued)?

I have a friend who re-scheduled an 8 July departure out of SFO … but he did it last week and paid a $450 change fee.

Now that there's a travel waiver posted for travel 6–8 July, can he ask for a refund of the change fee?

(He should have waited longer to reschedule the travel; oh well.)
