Denial of Mileage request due to fare class not eligible???

Hi,

I am a member of the United program, Mileage Plus, I only fly with Star Alliance companies, on APRIL 2013, I flown from US to TLV via FRA airport, with Lufthansa.

I did not get the mileage credit to my account for some reason and then decided to contact United, asking for the missing miles, I received the following response from United:

Thank you for contacting the MileagePlus Service Center.

We sent a request to our partner to approve your missing Star Alliance activity; however, they denied the request due to fare class is not eligible. For verification, we need to send the partner a copy of the boarding passes and ticket receipt or travel itinerary (that includes the ticket number, price, flight numbers, class of service, dates and cities of travel). Please submit these documents, along with your MileagePlus account number, to...


I am looking at LH mileage credit in UA program, I can see that all classes entitles you for at least 100% of the miles when you fly economy while NOT inside Europe.

Questions:
1. Am I correct?
2. Did anyone else got the same response?
3. Is there any Star Alliance company that are not crediting you for any miles if you fly from US to Middle East in certain fares? If so, which and what are the fares.
