Missed connection due to ATC and Maintenance, only ATC reported

So I missed my connection today. I was flying IAH to IAD to SCE. My IAH flight was initially delayed due to ATC. We starting boarding on time and as I was sitting down (group 2) we were told we had to disembark. We waited for 40 minutes or so, I talked with a CS rep who said my expected time arriving still gave me 35 minutes to get from terminal D to A (would have been tight still) so no change needed. We reboard and then sit. The pilot came on stating maintenance issues and they would hopefully be moving soon. About 40 minutes later we finally get out. I get in to IAD at 7 and run to A in time to see my plane pulling back.

I am already rebooked for the earliest flight tomorrow so good there. My issue is when I tried to claim a voucher for hotel/food I was told the ATC was the only one listed, most likely because it was the longer of the two delays. They could do nothing to show maintenance occurred or delayed my flight. My problem is I would have tried to get myself rebooked following the ATC if I knew it would make me miss my flight. Since it in theory would not have, I didn't. The maintenance after reboarding is what made me miss my flight, not the ATC but since only ATC is shown I can't get anything.

Is there anything I can do to get a refund? (honestly under $100 but to me it is the principle of the thing) If no refund who can I complain to that they need to implement more than a 1 variable identifier for delays? It is really annoying that the only delayed shown is ATC to me.
