Will UA reissue award tickets when nothing has changed to the itinerary?

I've been making a bunch of changes to award tickets for family over the past few weeks and have been totally mystified at being asked for an extra $2.50 add-collect, offered a $0.80 refund, etc. when making only minor changes (domestic US connecting cities), along with the expected, more sizable charges, when making bigger changes.

Comparing two identical itineraries I can see that what's really going on here is foreign exchange rate fluctuations — the UK Air Passenger Duty for a shorthaul flight was $19.60 when I originally ticketed an itinerary but became $20 by the time I reticketed, so I was charged an extra add-collect.

Is there an arbitrage opportunity here? Can I re-issue an award ticket when the dollar strengthens for a partial refund of taxes and fees?

Not suggesting that this is a good idea :), just curious.
