Refund Advice

So I'm having a problem with receiving a refund from United and was hoping you guys could help.

A little background: I had booked a ticket for a friend to come visit which he could not made, so I cancelled it, and figured I could use the value of his itinerary at a later date (within the year). Well time went on, and he was never able to make it. So I came up with the idea of just buying a cheaper plane ticket, paying the $150 change fee, and getting the refund as an e-certificate (somewhere around $800).

So thats what I did, and cancelled the reservation right after I made it. So United says they've issued a refund to my e-mail address and it never comes. I call them up, and it turns out there was a discrepancy and the e-certificate was sent to the wrong e-mail address.

I was on the phone with them for over 3 hours, talked to over 6 people including 2 supervisors, and none of them were able to resend the e-certificate to the right e-mail address.

I gave up and called Chase (I have the MP Explorer card) and filed a dispute. Turns out they don't have the authority to issue a charge back to United (is this legal? It's mentioned nowhere in the terms from what I can find).

So basically what I'm asking, is does anyone have any advice on how to get my e-certificate or a refund? I'm pretty much out over $900 now.
