this has happened to me twice in the last two weeks.
EF says that X number of seats are available. UA.com concurs with what EF says. Phone agent cant see the inventory.
This is saver award space on LH FYI. After a few hours, phone agent is able to see what EF and UA.com can see.
and i say "after a few hours" as I had an alert set up from EF when the seats opened up.
