Does SFO-EWR offer CPU?

I know I need a CR-1 to upgrade ps flight. Is SFO_EWR considered p.s.? Do I need to apply CR-1 to get upgrade?

Also, what about IAD-SFO?

I (1K) and wife (silver) are flying with 3 kids (no status). What is the best way to book the ticket to maximize the chance of upgrade, without using my CR-1s?
